This dossier assesses Canada’s 2026–2027 immigration environment as a designed selection system, not a collection of standalone programs. It applies a systems lens to how the federal and provincial engines actually behave under constraint, how intake is shaped, how categories are used to steer outcomes, how provinces manage nomination inventory, and how sector signals translate into practical selection advantage.

The method is intentionally structural.
